<horizpar>The information present in these files is provided for the purposes of statistical analysis and census operations only. Coordinates in the TIGER/Line files have six implied decimal places,but the positional accuracy of these coordinates is not as great as the six decimal places suggest. The positional accuracy varies with the source materials used, but generally the information is no better than the established national map Accuracy standards for 1:100,000-scale maps from the U.S. Geological Survey (USGS); thus it is NOT suitable for high-precision measurement applications such as engineering problems, property transfers, or other uses that might require highly accurate measurements of the earth's surface. The USGS 1:100,000-scale maps met national map accuracy standards and use coordinates defined by the North American Datum, 1983. For the contiguous 48 States, the cartographic fidelity of most of the TIGER/Line files, in areas outside the 1980 census Geographic Base File/Dual Independent map Encoding (GBF/DIME) file coverage and selected other large metropolitan areas, compare favorably with the USGS 1:100,000-scale maps. The Census Bureau cannot specify the accuracy of features inside of what was the 1980 GBF/DIME-File coverage or selected metropolitan areas. The Census Bureau added updates to the TIGER/Line files that enumerators annotated on maps sheets prepared from the Census TIGER database as they attempted to traverse every street feature shown on the Census 2000 map sheets;the Census Bureau also made other corrections from updated map sheets supplied by local participants for Census Bureau programs. The locational accuracy of these updates is of unknown quality. In addition to the Federal, State, and local sources,
portions of the files may contain information obtained in part from maps and other materials prepared by private companies. Despite the fact the TIGER/Line data positional accuracy is not as high as the coordinate values imply, the six-decimal place precision is useful when producing maps. The precision allows features that are next to each other on the ground to be placed in the correct position, on the map, relative to each other, without overlap.
The Pacific islands and atolls added by Natural Resources Conservation Service, National Cartography and Geospatial Center (NCGC), where QuickBird imagery existed, are as positionally accurate as the source imagery used. The DG DOQQ horizontal positional accuracy and the assurance of that accuracy depend, in part, on the accuracy of the data inputs to the rectification process. These inputs consist of the digital elevation model (DEM), DOQQ-extracted and/or GPS surveyed ground control, and QuickBird sensor calibrations and robust sensor models. USGS provided 30 meter DEMS from the Shuttle Radar Topography Mission (SRTM). Horizontal positional accuracy is measured in the Geometric QA stage of the DigitalGlobe processing system. The process determines the accuracy relative to the input DOQQ by finding sample coordinates of control points in the output DG DOQQ and fitting these to their ground coordinates in the input DOQQ base or control imagery to develop a root mean square error (RMSE). From 4 to 9 points are checked. Adjacent DG DOQQs, when displayed together in a common planimetric coordinate system, may exhibit slight positional discrepancies across common DG DOQQ boundaries. Linear features such as streets may not be continuous. These edge mismatches, however, still conform to positional horizontal accuracy within the NMAS. Some of the outlying atolls and small islands, where no imagery exists, are of questionable positional accuracy, and will be improved as source material becomes available.</horizpar>

<srccontr>Natural Resources Conservation Service, National Cartography and Geospatial Center (NCGC) has value-added to the TIGER county file over the years, adding in new counties as they were created and making corrections and other modifications for agency-specific uses, as well as adding several Pacific islands and atolls. In 2008 and 2009, with the acquisition of DigitalGlobe imagery and the subsequent production of MrSid mosaics, these Pacific islands were re-postioned as necessary as per the imagery.</srccontr>

<procdesc>In 2008 and 2009, Natural Resources Conservation Service, National Cartography and Geospatial Center (NCGC) updated the authoritative CNTY_a_ust layer using DOQ MrSid mosaics. Updates ocurred in the Pacific Islands, inluding the "states" of AS, FM, GU, PR, MP, UM, HI, PW. Some islands and atolls were added, others were re-positioned (re-digitized) using the imagery as a guide. Also, several fields were added to the layer, to sync with the version located at ITC in Fort Collins. The new and re-postioned geometry in the CNTY_a_ust layer was then dissolved down to the State level and several fields were dropped in the State layer.</procdesc>

Some provide estimates of acceptable accuracy in flat terrain, but few have been able to adequately explain the extreme, complex variations in climate that occur in mountainous regions. Significant progress in this area has been achieved through the development of PRISM (Parameter-elevation Regressions on Independent Slopes Model). PRISM is an analytical model that uses point data and an underlying grid such as a digital elevation model (DEM) or a 30 yr climatological average (e.g. 1981- 2010 average) to generate gridded estimates of monthly and annual precipitation and temperature (as well as other climatic parameters). PRISM is well suited to regions with mountainous terrain, because it incorporates a conceptual framework that addresses the spatial scale and pattern of orographic processes. Grids were modeled on a monthly basis. Annual grids of temperature are produced by averaging the monthly grids, and summing for precipitation.</suppInfo>

<stepDesc>The desired ASCII raster grids were downloaded from the Oregon Climate Service PRISM web page http://www.prism.oregonstate.edu/. 800m Normals (1981-2010). Switch to Gridded Data. Download the applicable ASCII file. These files are compressed using gzip. The files have the following naming convention: &lt;state, region&gt;_&lt;variable&gt;.&lt;month&gt;. (e.g. us_ppt.01). The file numbers refer to the months, for instance us_ppt.03.gz is mean monthly precipitation for MARCH; 14 refers to the annual file. Once the raster file is on a local drive, unzip the file. Rename the ACSII file with an .asc extension. The data have no defined projection – use ArcCatalog Data Management Tools/ Projections and Transformations/ Define Projection to assign projection GCS_NAD_1983. The PRISM data is in mm for precipitation. A model named PrecipRasterProcessing was used: the input is the downloaded raster. The output is a raster in inches and a vector of contours. Along the Atlantic, Gulf, Pacific and Great Lakes coasts, some of the contours will need to be extended - snapped to or beyond the buffered state outline. Use the Extend tool and/or manually edit the contours. They must extend to the buffered boundary line in order for the polygons to be created correctly. Next a model called PrecipLayerProcessing was used. Inputs are state boundary, vector contours and raster. Output is vector polygons with one inch intervals. The model is run for 48 states and DC.
