Purpose: Vector dataset provides derived average annual precipitation in inches according to a model using point precipitation data for the 30-year period of 1981-2010.
Supplemental Information: There are many methods of interpolating climate from monitoring stations to grid points. Some provide estimates of acceptable accuracy in flat terrain, but few have been able to adequately explain the extreme, complex variations in climate that occur in mountainous regions. Significant progress in this area has been achieved through the development of PRISM (Parameter-elevation Regressions on Independent Slopes Model). PRISM is an analytical model that uses point data and an underlying grid such as a digital elevation model (DEM) or a 30 yr climatological average (e.g. 1981- 2010 average) to generate gridded estimates of monthly and annual precipitation and temperature (as well as other climatic parameters). PRISM is well suited to regions with mountainous terrain, because it incorporates a conceptual framework that addresses the spatial scale and pattern of orographic processes. Grids were modeled on a monthly basis. Annual grids of temperature are produced by averaging the monthly grids, and summing for precipitation.

Process Step:
Process Description: The desired ASCII raster grids were downloaded from the Oregon Climate Service PRISM web page http://www.prism.oregonstate.edu/. 800m Normals (1981-2010). Switch to Gridded Data. Download the applicable ASCII file. These files are compressed using gzip. The files have the following naming convention: <state, region>_<variable>.<month>. (e.g. us_ppt.01). The file numbers refer to the months, for instance us_ppt.03.gz is mean monthly precipitation for MARCH; 14 refers to the annual file. Once the raster file is on a local drive, unzip the file. Rename the ACSII file with an .asc extension. The data have no defined projection – use ArcCatalog Data Management Tools/ Projections and Transformations/ Define Projection to assign projection GCS_NAD_1983. The PRISM data is in mm for precipitation. A model named PrecipRasterProcessing was used: the input is the downloaded raster. The output is a raster in inches and a vector of contours. Along the Atlantic, Gulf, Pacific and Great Lakes coasts, some of the contours will need to be extended - snapped to or beyond the buffered state outline. Use the Extend tool and/or manually edit the contours. They must extend to the buffered boundary line in order for the polygons to be created correctly. Next a model called PrecipLayerProcessing was used. Inputs are state boundary, vector contours and raster. Output is vector polygons with one inch intervals. The model is run for 48 states and DC.
